Asadulla Ramazanov was a public prosecutor at the trial of Tofig Yagublu in the Nizami District Court of Baku, which on September 3, 2020, convicted Tofig Yagublu on a falsified charge.
Investigator of the Baku Nizami District Police Department’s Investigative Department
Ramil Aliyev was the investigator who initially falsified the criminal case against Tofig Yagublu. It was this investigator who destroyed all the video recordings on the phone of Tofig Yagublu and his wife, as well as from the security cameras of the city, confirming the innocence of Tofig Yagublu. Investigator Ramil Aliyev submitted a petition and a proposal for the arrest of Tofig Yagublu.

Totally fabricated “Tartar case” remains classified as top secret. All trials were held behind closed doors. IPD published the analyses of the number of trials on so called “Tartar case”, including the names of 10 citizens killed under torture on its website.

Work Experience:
Immediately after graduating from Baku State University in 1978, he started to work at Ganja City Prosecutor’s Office, first as investigator, then as a senior investigator, and later on as assistant of Ganja City Prosecutor.
After that, he worked as Deputy Prosecutor in Gazakh and Shamkir Districts of Azerbaijan Republic.
In 1993-2000, he worked as Deputy Prosecutor General of Azerbaijan Republic.
On February 10, 2005, he was appointed Military Prosecutor of AR, by presidential order, and he keeps holding this position up to present days.
An investigator of the Department of Grave Crimes at the Prosecutor General’s Office of the Azerbaijan Republic
Orkhan Babayev, an investigator of the Department of Grave Crimes at the Prosecutor General’s Office of the Azerbaijan Republic conducted the so-called “Ganja case» concerning more than 60 detainees in the period from 2018 to 2019. Almost all of them were tortured during the investigation. As a result of severe tortures, the detainees were forced to sign false testimonies.
The accused Rauf Bayramov and Oqtay Huseynzade testified at the trial that Orkhan Babayev, an investigator, had ordered to torture the detainees and personally beat them up.
As a result of torture, two defendants in connection to the “Ganja case” died in the hospital of the Penitentiary Service: Aydyn Qurbanov died on the 10th of July 2019 and Eshgin Quliyev died on the 29th of September 2019.
Orkhan Babayev has repeatedly pursued the politically motivated journalists and civil society activists cases.
On September 30, 2015, he was awarded the medal “For Excellent Public Service”.
On April 28, 2014 captain Sanan Pashayev – investigator of the Department for Investigation of Grave Crimes of the Prosecutor General’s Office of the Republic of Azerbaijan took part in unlawful detention of Leyla Yunusova and Arif Yunusov at airport in Baku.

conducted the investigation on accusation of Fuad Ahmedli in committing of crimes under Articles 302 (infringement of the legislation on operative – search activity) and 308 (abusing official powers) of the Criminal Codes of the Azerbaijan Republic.

She was arrested and imprisoned at Pretrial Detention Facility #1 under the Ministry of Justice. On June 22, 2015 the charge of treason was singled out to separate case.
Investigator I. Lemberanski falsified charges against Leyla Yunusova, accusing her in execution of crimes under following articles 178.3.2(fraud in a particularly large amount), 192.2.2(illegal business with the extraction of income in a large amount), 213.2.2(evasion from paying taxes in a large amount), 320.1(forgery, illegal manufacture or sale of official documents, state awards, seals, stamps, and forms or use of forged documents), 320.2(use of forged documents) of the Criminal Code of the Azerbaijan Republic and forwarded it to the court.
On July 30, 2014 investigator Ibrahim Lemberanski accused Arif Yunusov in committing of crime under Article 274 (state betray) of the Criminal Code of the Azerbaijan Republic. On June 22, 2015 the charge of treason was singled out to separate case. Investigator I. Lemberanski falsified charges against Arif Yunusov, accusing him in execution of crimes under article 178.3.2(fraud in a particularly large amount) of the Criminal Code of the Azerbaijan Republic and forwarded it to the court.
On March 16, 2016, colonel I. Lemberanski was appointed to higher position. Under the corresponding order of the General Prosecutor Zakir Qaralov Ibrahim Lemberanski was dismissed from his position as investigator of the Department for Investigation of Grave Crimes of the Prosecutor General’s Office of the Republic of Azerbaijan and appointed as the Prosecutor of Baku City Pirallahli District.
First Deputy Prosecutor General of Azerbaijan Republic Rustam Usubov on November 20, 2017 introduced to the Bar Association the idea of punishment lawyers Yalchin Imanov, Neymat Kerimli, Asabali Mustafayev, Agil Laidzhev and Fakhraddin Mehdiyev, well-known in the protection of the rights of political prisoners.
20 November the Presidium of the Bar Association decided to suspend the powers of lawyer Yalchin Imanov, known for the protection of the rights of many political prisoners in Azerbaijan.
Presidium of the Bar Association apply to the court to exclude Y. Imanov from Bar. Before the court’s decision, Yalchin Imanov is suspended from participating in the defense.
The formal reason for such decision was the appeal to the Bar Association of the head of the Penitentiary Service of the Ministry of Justice. In this appeal the lawyer was accused in “actions aimed at disturbing public order”.
Lawyer Yalchin Imanov appealed to the court about the facts of torture in Gobustan prison regarding his client Abbas Huseynov, lawyer Imanov also told the media about torture in Gobustan prison against Abbas Huseynov and other activists of the movement “Muslim Unity”.
The Penitentiary Service regarded this as “actions aimed at disturbing public order”.
Human rights defender Elshan Hasanov called deplorable the use of the Bar itself in eliminating the defenders unwanted by the authorities. Earlier, Alaif Hasanov, Aslan Ismayilov, Khalid Baghirov, Elchin Namazov and others well-known in the protection of the rights of political prisoners, lawyers were deprived of their legal powers in the same way.
The population of Azerbaijan in 2017 is about 10 million people. Rights of citizens since January 2018 will be entitled to protect only members of the Bar Association, whose number in November 2017 is about 930 people. The number of lawyers, who have courage and civil position to protect the rights of political prisoners is rapidly decreasing, in November 2017 – no more than 8-9 people.
